Screening, brief intervention, referral to treatment  In 2006, Colorado was awarded a federal grant to integrate SBIRT---screening, brief intervention and referral to treatment---for substance use into the standard delivery of healthcare.

Universal screening An effective approach to identifying substance use and health risks associated with it, universal screening treats alcohol and other drug use as the healthcare issue it is.
